When the human consciousness inflicts itself upon another human consciousness — when it creates harm, hurt, pain, etc., through physical action, thought patterns, verbal expression, dishonesty, deceit, financial fraud, emotional control patterns, or any other way — it is held accountable for that and will be given the opportunity to clear the action and bring it into balance.
No one has the right to harm or hurt another, in any way. When that happens, the action must be balanced; it is the law of cause and effect. If you cause imbalance, the effect is that the imbalance is returned to you, as its creator, and you get to make it right.
This, in essence, is the action of karma. It is a just and fair action. And it is the creation of karmic situations that institutes the action of reincarnation.

And about karma :
The Light is the energy of Spirit that pervades all levels of consciousness. It is an energy that is of God. It is pure, uncorrupted, and available for our use. We use the Light to become more aware of ourselves and all our levels of being, to direct ourselves through all levels, always keeping in mind that our goal is Soul awareness. As we direct our lives into the highest expression we know, in clarity and in purity, then we are more consciously aware of the Light. We more directly experience the Soul and the God that is the source of all Light. That experience of Soul then floods down through all the levels of unconscious, mind, emotions, imagination, and body, and we discover that all those levels may be used to enhance our experience of Soul. Nothing is separate; all is
one. Each level serves its purpose and may exist in harmony and balance with all others, creating a joyful, balanced, integrated and loving human being.
Within each level there are lessons to be learned. Each lesson points toward greater knowledge of that level, thus greater understanding, thus greater freedom. If the lessons are not learned, there are other opportunities for learning. These cycles of opportunities relate to the concepts of karma and reincarnation.
